For several months now I have been trying to arrange for a weekly garden waste collection from my local council, and all this time I have been hitting a proverbial brick wall.

They keep telling me that my address is not eligible for a collection as it is part of a block of flats, despite having TWO private gardens.

What is confusing me is that they say I do not qualify for a collection as I am part of a block of flats, but three of my neighbours DO qualify. How does that get worked out?
